10. Andrea Casiraghi
Andrea is the first of Princess Caroline of Monaco's three children. He is second in line to the throne behind his mother, though this could change if recent rumors regarding the possibility of reigning Prince Albert's upcoming nuptials turn out to be true. Andrea is known for his striking good looks and his romantic relationships. Most recently, he's been linked to Tatiana Santo Domingo, the socialite and beer-fortune heiress.
9. Prince Carl Philip
Prince Carl Philip is second in line to the throne of Sweden, behind his older sis Victoria. The handsome prince got a degree from Forsberg School of Graphic Design in 2006 and since then has been traveling and making documentaries. He's been linked for nearly nine years to Emma Pernald.
8. Prince Azim
Prince Azim is fourth in line to the very wealthy throne of Brunei, whose current ruler Hassanal Bolkiah Mu'izzaddin Waddaulah is worth an estimated $22 billion. Azim is a paparazzi favorite; rampant rumors linking him to models and celebrities claim he often pays for celebs to attend his parties and lavishes them with gifts. At his recent 25th birthday bash, he included a Kenyan safari and dental makeover in the goody bags.
7. Princess Victoria
Princess Victoria of Sweden is currently the world's only female heir apparent to the throne. The 30-year-old princess reportedly lives with her longtime beau, gym owner Daniel Westling. She's been preparing for a life of diplomacy since graduating from Yale University in 1998, adding stints at the Swedish foreign ministry and embassy to her royal résumé.
6. Sheikh Hamdan bin Mohammed bin Rashid al Maktoum
Sheikh Hamdam is the son of Sheikh Mohammed bin Rashid al Moktoum, the prime minister and vice president of the United Arab Emirates and ruler of Dubai. The Sheikh was appointed as crown prince of Dubai in February 2008, according to his father's decree. He placed high on our list thanks to an extensive royal lineage, but also for attracting attention as an avid competitive equestrian and the chairman of the Dubai Executive Council.
5. Charlotte Casiraghi
Charlotte is equal parts celebrity and royalty. She's known for her impeccable taste in fashion and photogenic looks--much like her grandmother Grace Kelly and mother Princess Caroline. Though she was raised in France, she remains fourth in line to the throne of Monaco.
4. Princess Beatrice
Beatrice is the daughter of Sarah, Duchess of York, and Andrew, Duke of York. She's currently on gap year after graduation in 2007 from St. George's school. The press has tattled on the princess for her partying and for dating David Clark, a Richard Branson marketing man.
3. Zara Phillips
Zara Phillips is a princess by blood, if not by name. Her mother, Princess Anne, wanted her children to live without formal titles to make their lives easier. Zara, an impressive equestrian, won the gold medal in the World Equestrian Games in 2006 and is hoping to compete in the 2008 Olympics. She's reportedly dating professional rugby player Mike Tindall.
2. Prince Harry
Prince Harry just can't seem to top his big bro, as he ranks second only to sibling Prince William. Harry is a carefree royal: He has made headlines smoking marijuana, partying and dating South African heiress Chelsy Davy. But for the last months, he's been known in the press as "Hero Harry" due to his time in the British Army.

The 25-year-old son of Prince Charles and the late Princess Diana tops our list thanks to his press popularity. Of course his royal lineage, good looks, charming demeanor and intriguing family dramas make him an easy target. Prince William, currently on tour with Britain's Royal Air Force, was under fire for allegedly using his flight skills for "joyriding."
